In the 19th century, the History of Education primarily served as a subject within the training of primary school teachers. It focused on a diachronic analysis of the evolutionary trajectory of educational systems and both public and private school institutions, with curricula predominantly based on official legislation (projects, reforms, decrees) and reports published alongside these documents. It was in the early second half of the 19th century that notions of the history of education were first introduced into the curricula of the Escola Normal Primária de Marvila (for boys) and the Escola Normal Primária do Calvário (for girls), within the subject of Practical Pedagogy Legislation, and Administration of Education. Luís Filipe Leite was the first teacher of this subject at the Marvila school.
It was not until 1881, under the direction of the Minister of Education Rodrigues Sampaio, that themes dedicated to the History of Pedagogy and the History of National Education were incorporated into the subject of Pedagogy, Methodology, and Legislation within the curricula of primary teacher training schools (Decree of 28 July). These themes focused on pedagogical ideas and educational developments and remained part of subsequent monarchical reforms until the major republican reform of primary teacher training curricula (Decree no. 6,023, 7 November 1919). This reform introduced two historically oriented courses: General Pedagogy andtheHistory of Education and History of Popular Education in Portugal .
Regarding secondary school teacher training, towards the end of the Constitutional Monarchy, the Course of Qualification for Secondary Teaching , established within the Curso Superior de Letras , included History of Pedagogy in its curriculum (Decrees of 24 December 1901 and 3 October 1902), with José Maria Queirós Veloso as its first teacher . This independent discipline was also maintained in the curricula of the short-lived Escolas Normais Superiores .
